Energy Pass
Since 1. Jan. 2008 every building project that effects the energy balance and efficiency of residential property in the Grand Duchy of Luxembourg requires an energy pass along with the attestation of the conformance to minimum legal requirements for energy efficiency.
After 31. Dec. 2009, the energy pass is also required for changes in ownership or tenancy of residential property to allow the future owner or occupant of a building or apartment to understand the quality and efficiency of the heating and ventilation system.
In principal, the energy pass for residential property classifies the quality and efficiency of the building and the installed systems in two main categories:
- primary energy need (energy efficiency class)
- energy need for heating (thermal insulation class)
In addition, the annual CO2 emissions (environmental efficiency class) are referenced and recommendations are made for appropriate energy efficiency improvements.
In the post-construction phase, the actual annual use of energy is recorded in the energy pass.

Cost
The issue of energy passes and the attestation of the conformance to minimum legal requirements for energy efficiency (for building projects) is priced according to effort, size and complexity of residential property.
